If my license was barred 3 years ago and is barred for another three years, is there a way to file for an appeal to get it reinstated earlier?
Iowa Child Support Services (CSS) may sanction your driver’s license if you are more than three months behind in making payments. If you received a Notice of Potential License Sanction and didn’t respond, didn’t keep your conference appointment, or failed to make payments under an agreement with CSS, they might send a Certificate of Noncompliance to the Iowa Department of Transportation (DOT). Please see the article “Can you reinstate your driver’s license if you owe back child support?” for information about suspension for child support.
Iowa may also suspend or revoke your driver’s license for other reasons, such as non-payment of fines or court costs, or not having insurance during an accident that caused injury or property damage. If you have had your driving privileges barred in Iowa, you may be able to request an appeal.
Appeal Deadlines
The first step is to check the notice that told you that your driving privileges were taken away to see if it includes any information about appeal rights and deadlines. Your appeal must be received by the Department of Motor Vehicles (DMV) before the deadline, whether you submit the appeal in person to a DMV office or by mail. Appeal Form
Sometimes an appeal form will be attached to the notice. If not, you can get an appeal form from [Iowa DOT] 432034. Request to Appeal Loss of Driving/Registration Privileges. You should include a statement about the reason for your appeal and a copy of any documents or other information you want the reviewing officer to consider.
What Happens During an Appeal?
At the first level of the appeal process, a DOT hearing officer will review your driving record and any written statement and documents you submit. You will receive a decision by mail. If you lose, that is, if the sanction is upheld, you can go to the next level appeal.
A second-level appeal is formal. You will have a telephone hearing with an administrative law judge (ALJ). At this level, your documents are forwarded to the Department of Inspections, Appeals, and Licensing (DIAL).
The final administrative appeal is to have the ALJ’s decision, and the documents submitted, reviewed by a designee to the IOWA DOT director.

You will need to enter your name, date of birth, the last 5 digits of your Social Security number, and your driver’s license number.
